I think he means the general "SA-MP", if so then you don't need to register, it's totally free! But server wise, if there's a requirement to register then it will display on your screen, like the oth...

It's nothing to do with your GM, it's a general thing in SA-MP, cars won't catch smoke/blow when you shoot them with no-one inside, just explaining Lenny's post a bit better :P
