They are called sprites, and can basically be added through CreateTextDraw.

These icons are no sprites! They are just objects...

They are Text Draw. script those text draw. with the puckup id

Well sprites would be easier. I can't really see from the image because it's so small, but I don't think there's any difference between the sprites and the objects.
