Explain what procedure you are running the server. Make sure you have your plugins and Gamemode loaded up. Whats the error? Does the server show in your client (Without the Unknown gamemode)?

Make sure you have the includes and plugins are in the correct folder and compiled with pawno.

It would affect anyway if you're using a Plugin or not. But it depends how many you use too.

Show server log and server.cfg Did you change the plugins lines from .dll to .so? (in case you're using Linux server)
