Is there any Scripter who knows how to make the Weapon behind the boat to work?

You can make it work, when you know how to use animations, trigonometry and moving objects.

This static model you how to use the Pawn does not turn the machine gun. There are 1 way - you have to cut out a machine gun and save it as an object.

As I did with the Abrams

I don't know what you mean saying "work". If that weapon is placed on original boat model, you can do nothing with SA-MP - it can't be removed or rotated, it also can't shoot.

You may try to use YSF plugin to make it shooting. You may attach some object to hide weapons in it and then create another weapon object on the top, which can be rotated or moved. You can't do anything with default weapons, placed on boat.
