what should be in roleplay server ?

A park
A gym where you can actually train muscle, stamina
Businesses
Factions
Speed traps all around the city
Balanced cop : criminal ratio
Jobs
Custom mappings
Custom interiors >> these both with ^ doesn't make players easily bored
Phone system
Anti-cheat
Anti un-roleplay thingies, e.g:
>> anti cbug
>> anti 2shot
>> anti bunny hop
Licenses
>> driving (trucks, car, motorbike)
>> passport (to go to custom island)
>> weapon (for guns)

And, actually I hate RP servers.
