Can anyone make a a command(maptp that when you type that it enables/disables onplayerclickmap? I will +rep if it works, thanks.

It's really very easy though. You should make it yourself.
All you need is a boolean variable for every player (an array) to store whether they have teleporting enabled, then check this variable under OnPlayerClickMap and teleport them if it's true. Can be scripted in 2 minutes.
You should use MapAndreas for more height accuracy when teleporting.
