Hey, I have -1 rep, but I've recieved a rep and it hasn't changed it Is there a reason behind this ?

It can be because you have got any -reputation I think.

No. It's because someone with -rep has repped him or someone below 50 post.

Your rep level doesn't effect wether you can receive rep or not. However the rep of the 'giver' can. If it is greyed out the giver is too low rep for it to count currently
