Hey, I have -1 rep, but I've recieved a rep and it hasn't changed it
Is there a reason behind this ?

Yes you can.
It can be because you have got any -reputation I think.

Your rep level doesn't effect wether you can receive rep or not. However the rep of the 'giver' can. If it is greyed out the giver is too low rep for it to count currently
