Its my test server, I added neon, turned them time to 0 then started driving a little, put my camera down where I wanted (near the tire cause it looks awesome driving with it there) and see the stays looking like the dipper.

No. You didn't probably get it dude, the letter in the sky is R... for Rockstar you know. You're just missing one star on your screen.
