Do you even have a videocard? I mean, HD4300 and 4500 as far as i know are built-in MB (integrated) videocards. You can't play GTA IV at good FPS with integrated videocard, unless it's something really good.

Nope it's not built-in. It's ATI Radeon Sapphire HD4350
