No.. I type wrong I want like in GF mode when i press T and type something it will say only to persons who are somewhere in circle of me

You need ProxDetector from GF.

You will need to "return 0;" under "OnPlayerText" and then send the "text[]" to nearby players. Like the above poster, use "ProxDetector", or make a stock/public function yourself.
