I want to buy a PC and I can keep a server to 200 square slots and I could play myself on this server on that PC .. can? If yes, about what I recommend? thanks

You need to have a good internet connection to host a large server, not just a good computer.

but here's my recommendations: build dont buy as you can get what YOU want
get a quad core processor or better
plenty cooling
you buy cheap you buy unreliability.
