How to add?

In Filterscript add:

AddRadio("NAME OF RADIO","URL OF RADIO"); // in onfilterscriptinit

How to load the system?

Transfer the files to the server folder

in Server.cfg:

filterscripts Radio
plugins Radio

The rest of it is automatic on the server

Obs:
The player needs this file to run the radio:

I don't like the Incognito's Audio Plugin because you have to download external client. I mean, there is no possibility to make something that will work without external client, but I don't like it.

Yeah.. you add in radio stream URL's then you play them, but I can't seem to get mine to play anything...
