I hate to say it but serverFFS and there prices for bandwith is really not the best for VPS hosting, it all depends on location you want it at or around and as RoBo said how much you wanna pay, I don't think everybody wants a VPS in Netherlands and for 1TB Bandwith is 60 USD, With 60 USD your better off to be honest and your not gonna beable to do much with low amount of bandwith and sure not worth it when you can buy a dedicated of there's cheaper :P and thats even including CPU Quad Core etc.

If i run my VPS with windows, i'll be able to support both the server and the website. If i buy linux i can only support the website but not the server thats why i would run it on windows.

You can support both with linux whereas linux is so much harder than windows if you didn't work with linux.
The only thing that you can't do with linux is hosting a ASP.NET website.
