I'm pretty sure It's possible, as It must be stored in the memory somehow, due to the fact that there is
a water level editor avaliable.
It's just not put in as a function.
In the meantime, you can have everybody download the water level editor and have them set
It to the same value, that'll give you the same experience as If It was a public function in SA:MP.

It is impossible to run as script as it is not supported by Samp on the Client side. however MTA does support this feature

Yea, MTA supports it.
Also, you could use MoveObject() to move created objects down so it looks like water level is raising.

It is possible through memory hack, SA:MP can make this, let's just hope it will be in 0.3c!
