It's vBulletin, search for it and it will probably pop up. SA:MP forums uses an older version of vBulletin though.

It's vBulletin's version 3.x.x despite we can upgrade to 5.x.x, it's paid forums software not free like (myBB,SMF,etc).

Also vBulletin 5 is very much different from 3 and more expensive than Xenforo.
