Everybody is so determined to get a broken gamemode going, that they'd have been better off just doing something else and not trying to copy every server out there trying to 'scoop up' the premium crop of players for 'donations'.

So I got it going after reading through this thread and it is actually working (I did use https://github.com/MaxAndolini/NG-RP ). I have no intention in running a server with it, just messing around with it. I do have 1 problem however, when I do /help and select a category it says there are no commands in that page, which is kind of annoying. I have to open the admin include file and read the commands from there which is not the most convenient way as you can imagine and some of the commands there are not even recognize. Any idea how to make them viewable in-game or change the /help to the old way where it would list them in the chat?

/help commands are dynamic systems.

You can use the command /oahelp for admin commands and /ohelp for help commands

I am very close to getting it working. I seem to have an issue with whirlpool I think. Here is my server log. I cannot tell what exactly the issue is as I do have whirlpool and it is set to activate on startup. I am sorry to bother you all but figured no harm in asking. You need to install the Microsoft Visual C++ 2008 Service Pack 1 Redistributable

I do have it, in fact, I reinstalled it after this response to be safe, which is why I'm so confused why I am still getting this error. In any case, I do appreciate you trying to help me

Whirlpool was probably compiled on VS 2015. You need 2015 Runtimes both 64 and 32 bit. I'd suggest to download all if you dont have. (2005-2017 Runtimes)
