Am I allowed to ask someone to advertise my server on the SAMP forums? or is that against SAMP forum rules?

No, despite what everything is saying; it is INDEED allowed; with the permission of the actual server owner.

However, if you post an advertisement without the owners permission, that is not allowed, and if the owner reports it; it will be removed.

Here's the quote of the server advertising rules:

No, because the rule indicates that the server OWNERS can only advertise their servers in the advertising section in the forums.

Still only 1 server owner can post a server advertisement. Please think about it, you really did a mistake out there if someone came and advertise in SA-MP Server Advertisements he will say a lie "That he's the second server owner and he's allowed to advertise it".

With the server I am running, are you saying that only the founder of the management can post it? I have three owners of the same rank.

Only the 1st owner can advertise not the 2nd/3rd server owner :P!

Well if the server have two owners , the main owners are two , Example they two paid for the host and paid for the script
Then any of them can advertisement
But they have to be main owners.
