GTA 3/LCS/VC models don't fit the aesthetic of GTA:SA. VCS characters might work, but that's about it.
As for beta Toreno and Carl's brother (Brian, deceased), the models just don't exist. The pictures were rendered by Rockstar while GTA:SA was in production, and the models/textures themselves were left out of the actual game files. You could probably recreate them but that'd be more work than it's worth.
Also, character rigging is seriously time consuming (unless you want loads of bugs.)

A small modular wall of sandbags. There is a single sandbag object (cj_sandbag.dff in gta_int.img), but to build a whole wall out of it is quite tedious and it raises the object count very quickly. The wall should be high enough so that you can hide behind it, but still low enough to shoot over it while crouched. It should have "forked" ends so that you can copy it indefinitely and you don't know where one objects ends the other begins. The wall piece should not be extremely long, so that one can combine three of them to create a half hexagon shape. Something like this:

Animals. New animations (i.e: to go with skateboard)? Scaling normal objects to be different sizes (like with attached objects)? Tent, luxury enterable boat? Vehicles that are enterable (like a hotdog truck) inside?
Eh how about the feature to set the "fat" or fitness level, "strength" level of a player so they can be more stronger, fit ect?
