Seems alright. But why is the language non-english? Even though it can be easily translated(using ****** translate) maybe make the default language english?

I believe you have to get Beta Tester permission to release a project without the source although I could be wrong. I'd suggest asking a Beta Tester regarding this.

Codes like Skins List and Vehicles List are being generated by AJAX and have open source code too, it is able to seen by Right Mouse Click -> Inspect Element

That doesn't count as full source code you should give the whole folder that contains all the files.

Nice update, do you plan on adding objects? I'd be glad to see your interpretation. If you do I have a suggestion. Keep it all seperated. Like nature, city, etc. Also, add version added sections; Like Default(gta objects), 0.# (each samp object added version).
