Based on VPS Specs yes, but that Minecraft server will be a massive resource hog, and from time to time you may experience lag on the SAMP servers. Again

VPS sounds good, But i am afraid of that i don't know how to use it? Is there any kind of tutorials please link them below :S

If you don't know how to handle a VPS you should probably not even consider buying one. Not only you, but your provider will be annoyed too.
