First of all, take a blank GM that has no scripts (lvdm for example), and test the script with it. First run it at a separate script, and after that, try to implement it in the gm. If the script works with that, I am absolutely sure, that there is a conflict between this, and your desired gm. You can try re-ID'ing all the dialogs (put different numbers or names at the beginning). I really can't think of any other solution for this.
If it doesn't work at all, there might be a client problem. For that, I suggest doing a complete clean reinstall of GTASA + SA-MP.
There's no point in testing my previous versions, because the functions are the same. I just corrected some of the car part ID's that were missplaced, or missing.
