The server definitely is a valid win32 application, so as said you probably got a corrupt download.

A lot of copys of Windows 8 has problems with portable games such has SAMP or WoW. To be honest, get either Windows 7 or linux.

Bu you should be able to fix this by reinstalling the game, updating your OS and the drivers.
