You should first say that server can't be run on your computer. But you started to scream on the game...
If you can't run server, check its size. I think, that you downloaded broken archive...

The server definitely is a valid win32 application, so as said you probably got a corrupt download.

A lot of copys of Windows 8 has problems with portable games such has SAMP or WoW. To be honest, get either Windows 7 or linux.

Bu you should be able to fix this by reinstalling the game, updating your OS and the drivers.

I'm running sa-mp on my Mac and my Windows 7 and My Windows 8 and sometimes the old Computer Windows 98 xD
