Then don't restart the whole server, restart your gamemode only.

Thats the same... if get a disconnect and you connect new without /q before the server say... You are banned...

But bug or not it is deliberate to stop continuous connections from the samp IP, kye said he will change it in the next version, you could just use the older version for development and the newer for LIVE, nothing changed...

Yes, but in download page it says the same at server, but at link is R2, so it's official.
