Maybe it isn't a 0.3d Version ? maybe it is a 0.3b or a 0.3c ?

Some thing in connection path is blocking it check your firewall try using a proxy or something.
if it doesnt goes from Retriving info..
then try this
samp://<yourserverip>
press enter
