Its the GamerX custom SAMP image, you can do it youself too i think there is a tutorial on their forums.

go at Gta sa\SAMP,open CUSTOM.img and put your personal skin(it need to have the same name with skin it replaced)

Just install like normal skin mods.
Using ImgTool or whatever is easlier handled.
