Its the GamerX custom SAMP image, you can do it youself too i think there is a tutorial on their forums.

go at Gta sa\SAMP,open CUSTOM.img and put your personal skin(it need to have the same name with skin it replaced)
Download GamerX custom SAMP image from here: http://forum.gamerxserver.com/showwi...ustom+IMG+File to see how they did it.

Just install like normal skin mods.
Using ImgTool or whatever is easlier handled.
