This isn't a server side problem. I suggest it is something to do with your firewall blocking the other ports.

You need to add the files to the server.cfg. Like, IRC plugin. Make sure it's in the server.cfg and /commands should work.

Yes, you have not added the plugin to the server.cfg, you need to add this line:

Windows:
plugins irc streamer

Linux:
plugins irc.so streamer.so
