When i mod vehicle,skin etc it not changes in game,its still same. I tryed with IMG tool and SAMI,donts work

SA:MP does not officially support mods, and this propably isn't the right place for asking. Anyways try to run the game/install the mods as admin.

I know a few people who have a problem with installing mods on windows 7...

I had the same problem but i fixed it but i forgotten how

I had the same problem. You will need to re-install GTA. Then open up gta3 with your IMG tool. Then place the mods, and klick Commands -> Rebuild Archive and it should work
