Obviously he's attempting to Brute-Force your RCON login in order to get you password and gain RCON access.

Limit the RCON attempts between 3 to 5 times. After that the IP (& player) should be banned.

its not brute force, theres no password entered or its just spaces. it causes the servre to stop responding, its Blue fox on these forums btw
