It might be a rangeban, not sure.

Yeah one time this happened to me for like a month,thats why i was inactive. I emailed the sa-mp team but the didnt reply. If youre reading this,then thanks guys.

Connect though your static IP then do
RUN > CMD
ipconfig /release
ipconfig /renew
then do
ping forum.sa-mp.co.uk
If sucess then you should get
Pinging forum.sa-mp.co.uk [87.98.250.228] with 32 bytes of data:

If you get any received then you have connection, and you should be able to access the forums if not then youre' defo banned

Pinging is a good idea to test it, but renewing the ip like this only works if you have a direct connection, otherwise you have to restart/reconnect your router. But with a static ip nothing will work, unless you ask your provider for a new one.

Rangeban is honestly stupid in my opinion, ban an entire country(large bit of it) because of one player..

Go ahead and flush your DNS.
Start > Run > "cmd" > "ipconfig /flushdns"
