Indeed, unfortunatley SA-MP can't play sounds from the GTA_SA/audio/SFX/GENRL file. Sound ID 1083 is what I use as well, because it is the closest sounding one to the actual sound.

This GTA SA tool allows you to browse that file. There are also threads on the GTAForums that list all the sounds in that file. Would be cool if SA-MP added the ability to play those sounds...
