Well, depends on the type of gm.
For RPs dynamic, realistic changing weather and a changing time is a must, or they will just be unreliable. You want to imitate a real world, but it is static and dead? messy.
Other GMs can do whatever they want to in my opinion. DMs can be more interesing with changing weather and time situations, because players have to change their tactics.
