mine is home hosted and port forwarded right because then people would not be able to connect at all but its only some that cant see the server.

You don't want one, you need one. Basically, it doesn't let your IP address change, keeping the IP to your server the same too. You might already have one, but I am not sure.

Am I? Isn't a Dynamic IP the same as a Static IP, people call it differently?
