Try
1. Reinstalling SA:MP
2. Deleting gta_sa.set from My Documents > GTA San Andreas User Files
3. Remove d3d9.dll from your base GTA-folder.
Also, when it boots up, try going to options, then back (via escape), if you see "Resume Game" click it.
