59.94Hz - 60 Hz 0.06Hz is not a big difference.....
Anyway try by checking your gpu driver settings

Steps to reproduce the problem

Right-click the windows desktop, and then click Personalize.
Click Display.
Click Change display settings.
Click Advanced settings.
Click the Monitor tab and change Screen refresh rate from 59 Hertz to 60 Hertz.
Click Ok.
Return to Advanced settings.
The Monitor tab still shows 59 Hertz.
