Make sure you have portforwarded. http://www.portforward.com/
Make sure your server.cfg file has query and announce set to 1
Make sure your server is actually running
Allow announce.exe and samp-server.exe through any firewalls/antivirus software you have
Try running a default gamemode and see if the server works.
