Tested it just now with my server. Drop the -IP, -port, and -pass bits, i.e. should be just "rcon.exe <IP> <port> <pass>" such as "rcon.exe 127.0.0.1 7777 abc123$"

Getting closer, thanks! The server logs gives me the message "[06:47:06] RCON admin connected to server.", however this is what the console says when I open it:
