Try running everything as an administrator, which worked for me.

Right click samp-server.exe > Click Properties > Click Compatibility > Click the box "Run this program as an administrator" > Press Apply.

I did the above for my SA-MP program and gta_sa.exe just to be sure, hope it works out for you dude.
