This is how my buddy does it
1. Set compability of gtasa.exe to Windows SP3
2. Start the game
3. Exit the game (or wait for it to crash, should crash right away)
4. Remove compability mode for gtasa.exe (untick the box)
5. Play

If that doesnt help just play around with compability
