The SA-MP server application is single-threaded, so if you're only running the SA-MP server application, having more cores isn't going to matter. If you're running MySQL, then that'll benefit from having another core. Having more RAM isn't going to really impact performance unless you're running out/hitting SWAP. 512 should be fine if you're only running the SA-MP server application, even with MySQL you should be fine.

I'd be more concerned about the type of visualization the provider is running, for game servers, Xen/KVM/VMWare is generally better than OpenVZ since the resources are actually allotted to each customer and you don't just have a shared pool of resources. Providers using the aforementioned virtualization types generally allot their resources in a way that makes more sense since at a price that makes sense it's far harder to oversell on those virtualization types, which is great for the customer.
