if i had to choose linux vps for server samp between 512 mb ram & 4 cores and 2gb ram & 2 cores, which is better performance?

You don't need much RAM for a samp server but you don't need much cou either. I'd go with the 2GB RAM and 2 cores if I were you

The SA-MP server application is single-threaded, so if you're only running the SA-MP server application, having more cores isn't going to matter. If you're running MySQL, then that'll benefit from having another core. Having more RAM isn't going to really impact performance unless you're running out/hitting SWAP. 512 should be fine if you're only running the SA-MP server application, even with MySQL you should be fine.

I'd be more concerned about the type of visualization the provider is running, for game servers, Xen/KVM/VMWare is generally better than OpenVZ since the resources are actually allotted to each customer and you don't just have a shared pool of resources. Providers using the aforementioned virtualization types generally allot their resources in a way that makes more sense since at a price that makes sense it's far harder to oversell on those virtualization types, which is great for the customer.

Short summary: You need a good CPU and RAM doesn't matter so much.

Well, If your gamemode is optimized well, both the choices will work out.

512MB RAM for a SA:MP server is more than enough. I've run servers with 50+ players on CentOS 6 32-bit Minimal before, and ~100 MB RAM usage for the entire Linux OS + SA:MP process. That was 2-3 years ago, not sure if memory usage has increased since then. There was no SQL involved, though.

Get the one with a better single-thread-performant CPU.

In my opinion you should buy the one with 2 GB and 2 core..
