I never worked with SAMP on VPS, but I had one Shaiya server on Windows VPS.

What I did there was: I had my username and login, so I just logged in there with Remote Desktop Connection, transferred server files there and opened needed ports.

I don't know how does your hosting company allows connection to it, I never worked with Puffy.
