Why i cant setup an VPS server here?
I typed all IP's into the Putty but it refuses the connection. Why? I dont think if im typing the wrong ip. and also i want to know the VPS IP

This is a webserver not a VPS so you doo not have full access to SSH which means that Putty will not work. This also means that you have no way of running SAMP but you can upload the files to it via FTP (Filezilla)

I never worked with SAMP on VPS, but I had one Shaiya server on Windows VPS.
What I did there was: I had my username and login, so I just logged in there with Remote Desktop Connection, transferred server files there and opened needed ports.
I don't know how does your hosting company allows connection to it, I never worked with Puffy.

You might not have SSH access of that VPS. I suggest you not to use free VPS services as they're not always well guaranteed.
