Firstly, make sure you're using 0.3z-R2 and not just 0.3z. R2 contains patches to the networking layer of SA-MP that made layer 7 attacks (application specific) possible. They have decent protection and 10+ years of experience with mitigation, so you're in good hands.

Your current host may have some DDoS protection, but obviously if you're down, and they don't have anything else to say other than something to the affect of 'we have protection' then their network operations center either sucks or doesn't exist seeing as they don't notice attacks. If I may ask, what host are you currently using?
