Get a host with DDoS protection.

If you are using a free samp hosting then better change it to frag.gs or tiangle.gs but If you pay for your server hosting then better contact your hoster and they should help you with it except If they sell DDoS protection, then you should better buy it

Firstly, make sure you're using 0.3z-R2 and not just 0.3z. R2 contains patches to the networking layer of SA-MP that made layer 7 attacks (application specific) possible. You really need to determine the type of attack to let us guage the situation. For example, if it's a layer 7 (application level) flood, you may just have to tweak some configuration settings to block them out, on the switch side if it's a 3 Gbps layer 4 flood, the chances of you or your host mitigating it if they don't have experience and the resources to do so is very slim.
Switch to a VPS at NFOServers would be my recommendation. It costs $9.99 for a Linux only dedicated hyper threaded CPU core, 1 GB of RAM, an excellent control panel for managing the VPS, and absolutely unmatched support. They have decent protection and 10+ years of experience with mitigation, so you're in good hands.
Your current host may have some DDoS protection, but obviously if you're down, and they don't have anything else to say other than something to the affect of 'we have protection' then their network operations center either sucks or doesn't exist seeing as they don't notice attacks. If I may ask, what host are you currently using?
