OP, by any chance are you using Intel drivers?
That is true, DirectX is used to generate the health/armour bars - but I know from personal experience having the latest version of DirectX has no impact on whether or not they actually appear for the end user.
I had this issue before too, and it was down to the latest drivers I downloaded from Intel, when I downgraded the Intel drivers, the health bars mysteriously returned.
