It is somewhat luck, but mainly marketing tactics and strategies. Take a look at the different approaches Rockstar used when you compare GTA IV to GTA V. It's not luck, it's not just strategies either. Businesses need to have a well thought and planned business model.
Another example; Minecraft. Unknown indie developer takes over the gaming world. From nothing "Notch" created this new an innovative business model(at least I have never seen it before MC) where players could buy into a pre-release version of the game at a cheaper price. Now I see countless larger corporations adopting this method to boost hype around their product.
