[FilterScript] Event System ( zCMD / SSCANF2 )

Hi guys,
Filterscript was developing this for my server because I had one that was to my taste.
It is version 0.7 which is almost complete.
Over time the script'll be coming in the final version this update I did in a half-hour time because scratching changes were not made in the script as a whole just removed some things that will be seen in the changelog.
